MESSAGE FROM GOVERNOR ALFARO: "PHASE ZERO" AND WHAT IT MEANS... Two days ago we announced the start of the "Phase Zero" of the gradual recovery plan of our econ...omy. This plan has been the product of the consensus of businessmen, university workers, and social agencies, so that it's not a decision by the governor alone. It is a collective decision, a decision that we have built as a State. And after we announced the "Phase Zero" plan, there were many interpretations of this announcement in media communications, in social networks and I've seen all kinds of comments about it. I would like to take advantage of this moment to be very precise, very punctual in explaining and defining very clearly what "Phase Zero" means. Take note: "Phase Zero" is only the beginning of the protocol applications for the gradual reopening of our economy. The beginning of the protocols doesn't mean you can open businesses. Those who were imagining that next Monday businesses would be opened just like that...they were mistaken. Monday the Secretary of Labor and the Secretary of Promotions along with Economic Development will begin a very complex process, one that will take several days to be able to certify companies which have complied with the established protocols. A distinctive sticker will be posted in each business which will demonstrate to all, who is already prepared and eligible to open for business. We must also understand that we are part of a Nation and that the Country of Mexico has already defined a Federal decree which establishes that not until June 1st can you resume economic activities. That is why we must be clear and precise. That which has been established by the University of Guadalajara is being fulfilled in the "Phase Zero" economic recovery plan. The "Phase Zero" is not for the automatic opening of businesses. It is the beginning of the application and implementation of health protocols to those who we are going to allow this gradual reopening to be done while taking care of the health and life of Jaliscans. This decision was made, as I explained, as part of the economic revival plan, which also specifies the social isolation measures in Jalisco will continue to be enforced. There are no changes in this regard. For those who were thinking that they could go on vacation or that they could visit tourist destinations in our State, the answer is absolutely not. The Health Control Filters will indeed be working with much greater intensity and stricter measures. So do not think that today we can go out, in an irresponsible and risky manner and possibly infect other municipalities of Jalisco. I also think that this is an advantageous opportunity to clarify what is being debated regarding the issue of churches. Particularly the Catholic Church. The decision we made at the reactivation table, is that churches can open starting Monday for individual visits. They cannot celebrate mass. Some have said that this is a unilateral decision we make, so allow me to explain that we made this decision through ongoing dialogue we have had with Cardinal Robles. With him we have a close working relationship in the Jalisco Catholic Church, which has been extraordinarily responsible. With him we set these parameters. To continue doing mass at this time would be putting at risk the lives of the people. Having crowds of people greatly raises the potential of risk to all. All of the definitions formed are part of this plan. We must realize them in a timely fashion. We have also passed this course from the hand of the Guadalajara University which has established deadlines that serve as fundamental references to maintain that we stay on course, with the continued communication we have had from the beginning. Today in Jalisco we are all united. To me, I would love, as Governor, the ability to see a State working at full capacity. But the decisions we make, we do not make because we like them. Rather, we make them to protect the lives of everyone. Help us to keep everyone informed, to realize precisely what is going to be done. Tomorrow morning there will be a press conference to explain, in great detail, how the implementation of these protocols will go, the signing of the agreement letters. Also, to establish the mechanisms for developing tests to maintain our permanent sampling capacity in all economic units and how the Secretary of Labor's visit will be done in order to put the distinctive stickers in each business of our city and of our State. We then have to focus on the information that we are going to see in the following days. And more than anything, we all have this message help us to convey this message to everyone so we don't get confused on Monday 18, which starts is the implementation of the protocols...NOT the opening of businesses.
